How can training affect the selection of competent candidates for vacant positions?

Training identifies strong candidates and helps the organization fulfill their mission, and eliminates them spending money to train. I had three phone interviews within the last year and they wanted me to emphasize the training I had on certain systems.

I believe training is the deciding factor for competent candidates and the position applied for.
