After regaining their composure, they realized one firefighter was missing and later found him in the charred debris. Many in the community began blaming leaders in the fire department, suggesting that they should train on fire behavior and firefighting and not emergency medical services (EMS), hazardous materials, confined space, trench rescue, and the other services provided.
